Sergey Lavrov and his American colleague Mike Pompeo held on May 14 negotiations in Sochi, and after them the head of State Department met Vladimir Putin. The Russian president hoped that the relations between the countries will begin to change for the better Georgy Bovt now. Photo: Mikhail of Fomichev/TASS the Russian president accepted the U.S. Secretary of State in the residence on the bank of the Black Sea. Negotiations lasted an hour and a half, arms control, Putin and Trump's possible meeting was discussed at a July G20 summit in Japan and "it is very short" sanctions. In the Kremlin after the meeting told about "a quite good subject conversation" and "tactics of small steps", the State Department urges "to change a trajectory of the relations" and state "a positive step forward". Upon return to the USA Pompeo will meet the head of the White House. Whether warming is possible? The U. S. Congress is faithful to itself. As soon as Trump's administration holds or plans some negotiations with Moscow, right there is a new sanctions initiative whereas the pause in contacts between two presidents and heads of Foreign Ministries lasting since November of last year coincided also with a pause in sanctions policy of the USA. Directly though do not meet. On the same day, when the Secretary of State Mike Pompeo held negotiations with Sergey Lavrov and Vladimir Putin in Sochi, the new bill appeared. There is a current law — "About counteraction to opponents of America by means of sanctions", accepted in August, 2017, two weeks later after Putin and Trump's first meeting in Germany. And in August, 2018, right after the summit in Helsinki, already administration enacted the first package of the so-called chemical sanctions coordinated to poisoning with Skripalya, having limited export to Russia of dual-use goods. The second package, much more rigid, is not accepted since then though, according to some information, it is essentially approved by the White House. The relevant law obliges administration to apply at least three of the following six measures: to interfere with providing financial aid to Russia from the international IMF financial institutions or the World Bank; to forbid the American banks to credit the Russian government; to limit export practically of all American goods and technologies; to limit import to the USA of any goods of the Russian origin, including oil and oil products; to suspend or lower the level of diplomatic relations; to forbid flights of the Russian state-owned airlines in the USA. Ted Cruz and Gene Shakhin's present bill, in fact, multiplies sanctions entities. Practically all those measures which are provided in it can be entered on the basis of the law of 2017. In the congress two more large-scale bills lie on consideration. Both were set in motion after Putin and Trump's summit in Helsinki. This year they were brought anew with amendments. One is known as DETER Act (The Defending Elections from Threats by Establishing Redlines is the law on protection of elections against threats by carrying out red line). The abbreviation of the name of the bill DETER is conformable
