They provide restrictions for export of the Iranian oil. Though for eight countries, including South Korea, India and Japan, the temporary ease is made, but on condition that they will reduce the purchases. As for the EU, the main importer of the Iranian oil, the U.S. Secretary of State Mike Pompeo has said that America won't allow the companies to do from the EU at the same time business both with the USA, and with Iran. In turn, the president of Iran Hassan Rouhani has told that Tehran will trade in the oil contrary to sanctions from the USA. For The Financial Times he has urged the European Union countries to take a position, solidary with Iran, in the face of "a unilateral position of the USA" in the article. "The management of Washington of the position endangers the international stability. The president Donald Trump behaves offensively in relation to the allies, and it is already enough to see how serious problem it represents for world system" — the Iranian president writes in article. It is supposed that in the list such large importers of the Iranian oil as India, Japan, South Korea, Taiwan, Turkey and even China. With two last countries, apparently, permission to trade in oil with Iran can become a part of wider transactions in the context of the present difficult bilateral relations. Well, or won't become. All eight countries have to begin already immediately "essentially to reduce" import volumes. The USA reserves the right of subjective interpretation of the fact that such essential decrease. In the sanctions mechanism in general there is a lot of scope for manipulations from Washington. So, for example, under pressure of "hawks" like the assistant concerning national security John Bolton the system of the interbank translations SWIFT located in Belgium can turn out under secondary sanctions of the USA though more moderate members of administration like the Secretary of State Pompeo acted against to touch SWIFT. Formulation here such that too gives some scope for interpretation: according to the U.S. Treasury Secretary Stephen Mnuchin, SWIFT "can appear under sanctions if carries out transactions with certain Iranian financial institutions".
