The Russian president has reminded that two countries discuss signing of the contract for 70 years after World War II. According to him, the prime minister of Japan has suggested to change approaches, and Putin has agreed with it. "Here what idea has come to my mind: let's sign the peace treaty — not now, but until the end of the year — without any preliminary conditions" — the Russian president has told. At the same time he has suggested to resolve all controversial issues with Japan after his conclusion. "If signing of the peace treaty without preliminary conditions doesn't approach, then we will agree with Abe about joint economic activity. But we need to create a situation in which we will solve problems" — Putin has told. Whether business will move off dead center? About it in Georgy Bovt's comment. Earlier during the Russian-Japanese bilateral summit talks of Shinzo Abe called signing of the peace treaty with Russia "a historical task". He more than once said that he considers it the main business of the board. At the same time signing of the contract without preliminary conditions will directly contradict a long-term position of Tokyo according to which an indispensable condition is solution of the problem of Northern territories which Russia calls the Southern Kuriles. It is unlikely even to such authoritative politician as Shinzo Abe, on forces to break this position on which in Japan public opinion is close to consensus. Tokyo appeals to the fact that four islands of Lesser Kuril Ridge — Iturup, Kunashir, Shikotan and Habomai — were a part of the USSR how Japan has signed the contract on capitulation on September 2, 1945. At the same time from these islands deported 17 thousand citizens of Japan living then on them. The question of return to the Soviet Union taken after the Russian-Japanese war of the Southern Sakhalin and the Kuril Islands has been coordinated by allies during the Yalta and Potsdam conferences as one of conditions of the entry of the USSR in war against Japan. However the question of transfer of four Southern Kuril islands separately didn't make a reservation. Moreover, in the San Francisco peace treaty of 1951 which the USA and Japan have signed already without participation of the Soviet Union in general the question of in what exactly advantage Japan refuses the Kuril Islands is ignored. In 1956, during Nikita Khrushchev's government, heads of governments of two countries Nikolay Bulganin and Itiro Hatoyamo have signed the Moscow declaration on the termination of a state of war. The promise to transfer to Japan the islands Habomai and Shikotan became a part of the document. Also Khrushchev wanted to record in this contract the neutral status of Japan is similar to what Austria had at that moment. I ratified the Moscow declaration
