Deputies have adopted the relevant bill in the first reading. The law will allow to strengthen customs, fiscal, immigration and health control. Whether there will be problems at the Crimean navigation now? Photo: Reuters Deputies of the Verkhovna Rada have voted in the first reading for the law which increases a zone of border control of Ukraine in the Black Sea. Adoption of law coordinates with the fact of accession to Russia of the Crimea and will allow Ukraine to strengthen customs, fiscal, immigration and health control. As they say in the explanatory note, it is necessary to prevent "illicit operations and illegal vessel calls in the closed ports of temporarily occupied territories". From the point of view of international law to Ukraine of claims can't be, professor of the Russian university of transport Vasily Gutsulyak:vasily Gutsulyak professor of the Russian university of transport "Says a contiguous zone can establish any state. The Russian Federation has established it in 1993. As for Ukraine, it too, probably, has decided to go on this way. To say that it was affected by events in the Crimea I wouldn't become. Here it is more, probably, policy. I don't see any problem from the point of view of the international marine law. Among sea zones which has the right to establish any coastal state it is about establishment of so-called contiguous zones. It is the part of the water area or a sea zone remote from so-called initial lines on distance as it is told in the Convention on marine law, no more than 24 nautical miles. It doesn't go a conversation on territorial expansion at all. But the hand of the coastal state can stretch out of limits of frontiers. For the first time contiguous zones, in particular, in Great Britain, just began to be applied to suppression of illicit operations. Now as for consequences. On the one hand, it is really possible to expect everything today. Another matter, we want it or we don't want, these actions fit into norm of the international marine law so far. The bases to sound the alarm, so far not. Another thing is that there is really more policy. It is already other question. Detentions of the ships meet tens, hundreds in various ports of the world today, and there is no problem in it. In the most part it is a problem purely economic. Therefore everything depends only on good will of both countries". It is known that the Crimea has sea borders with Ukraine from two parties. Therefore quite logical fears that when the Ukrainian coast and boundary guard receives legal basis for checks of the vessels going to the Crimean ports, number of the conflicts and incidents which we witnessed recently will increase many times are represented. Not to mention risk of direct collisions at the sea and mutual recriminations in piracy. To add BFM.ru to your sources of news?
