Photo: Mikhail the Moscow mayor's office has decided not to forbid Fomichev/TASS holding a memorial event "Return of names" which passes, since 2007 at the Solovki stone at Lubyanka Square, on the eve of Day of remembrance of the victims of political repressions. On October 15 the application for holding an action has been approved by the mayor's office, however on October 19 city authorities have withdrawn permission. Carrying out repair work on squares which have been recognized menacing to safety became a cause of failure. To organizers, namely the international center "Memorial", it was offered to move holding an action to Sakharov Avenue to "A grief wall" which has been open in 2017 with the assistance of the president Vladimir Putin. However on October 22 the mayor's office has again changed the mind and has met requirements of the public, again having coordinated a memorial event at the Solovki stone. What was it? Georgy Bovt comments: It is possible to guess, than officials were guided actually, canceling the initial solution of the prefecture resolving a memorial event. As well as about whether repair so was necessary and urgent right now. By the way, last year there was a repair too, but it hasn't interfered with holding an action. Human rights activists suspect that it was "feeler". First, someone is irritated, probably, by the fact of holding a memorial event for the victims of mass terror under windows of FSB, the successor of People's Commissariat for Internal Affairs. And offers in general to transfer the Solovki stone established on Lubyanka in 1990 generally already sounded. Secondly, there was an alternative which isn't making callous eyes of "security officers" — the "Grief wall" opened last year with direct participation of Putin on Sakharov Avenue. To this avenue, probably, have decided to assign informally the status of traditional holding actions of oppositionists. Namely the people reading aloud names of the innocently killed ancestors, at least, are suspected of oppositional moods. Thirdly, a current action — the first after the death of the founder of Memorial Arseny Roginsky. Like, and suddenly the new management "will cave in"? But it didn't become. Why as a result nevertheless have decided not to forbid? Too there can be different versions. Main consists that officials, probably, had had an understanding that contrary to the ban or even without knowing about him, people can come all the same to the Solovki stone in a large number. Disorders could result. And the picture of power suppression of a memorial event and grief on Lubyanka on the eve of Day of remembrance of the victims of political repressions is, apparently, absolutely not that now it is necessary for the authorities of any level. It is also worth reminding that the top management of the country expressly delicately treats this subject. Already for a long time also the official interpretation of mass repressions as tragedy which shouldn't repeat was fixed.
