Transition to an electronic format is favorable to business: the ruble of costs of personnel office-work turns into 28 kopeks of the Photo: Vyacheslav Service records of Russians are digitized by Prokofiev/TASS, transition to an electronic format is complete for 100%. Izvestia was reported about it by the press service of the Pension fund. At the same time the bill of the Ministry of Labor of transition to electronic books is not adopted yet, it is not even introduced to the State Duma. According to the document, testing of virtual service records will begin only next year. Since January 1, 2020 employers will contribute data on the workers to the Pension fund in the online mode. On paper electronic books give a number of advantages. For example, at revenues to work it will be possible to file documents in a digital form. Also workers will be able to obtain data on records in labor at any time. The benefit is also for business: according to the estimates of the Ministry of Labor, the ruble of costs of office personnel office-work upon transition to "figure" turns into 28 kopeks. Whether the employer is ready to such transition and who will bear responsibility for safety of data? About this Business FM talked to the managing director of the personnel company "Unity" Felix Kugel. — First, service record per se is in principle a past echo. That is between the cost of filling, replenishment, production, transfer, mailing, cost in ruble from the general point of view, of course, very much small. When we look at development electronic, they, of course, at a long-term stage become more mobile, more facilitated and, the most important, available to new employers, for the same Pension fund and so forth. Saving information, most likely, will be in more reliable place. — How whether the employer did you agree now to digitize data? — Of course. First, it is the standard system which works in all developed countries. Such aggravating moments as service records, generally disappeared long ago. If we speak about otsifrovaniye per se, then by and large all system is automated. If the new employer wants to find this or that information, he does not need to ask that the person brought the service record because there is number. — Who has to store these data and to be responsible for timely access? — It is a good, of course, excellent question. In some countries responsibility lies on shoulders of the Pension fund, and in some — on shoulders tax, in other places — on the same Ministry of Labor. In some places all this information is distributed through social number on all structures: both pension, and tax, and labor. At the same time the authorities can consider also other option. This week the vice-president of the Federation Council Andrey Turchak announced the project electronic labor. The document differs from the offered Ministry of Labor in what to Russians is allowed to choose between the paper and electronic book. In the Ministry of Labor specified that plan to introduce the bill to the State Duma until the end of July of this year. To add BFM.ru to your sources of news?
