The agreement on border was signed spontaneously, against the background of the conflict because of a roadwork which the authorities of Chechnya conducted in Ingushetia, Evkurov noted. According to him, the foundation for negotiations on border with Chechnya was laid by discontent of residents of Ingushetia who found the road bulldozer belonging to Chechenavtodor in the border area. "When the Chechen equipment began to repair this road, for some reason all decided that Chechens came to the territory of Ingushetia" — Evkurov told. He added that there is also a reverse situation when the road passing in Chechnya is on balance at Ingushavtodor. "It is purely casual moment which occurred, and against the background of it we also began negotiations" — Evkurov told. He noted that signing of the agreement was not demonstrative. "It is not a facade, it is time. Secondly, it spontaneously occurred — neither I, nor Ramzan about it even thought" — he told. At the same time the head of Ingushetia reported that he discussed a subject of signing of the contract with Kadyrov "since 2009 or 2010". According to Evkurov, at discussion of the boundary treaty he several times met deputies of local parliament, at the same time added that "people knew about it". But, according to him, "there was no such need — to bring to all population". According to Evkurov, the federal authorities and other intermediaries have no relation to the final agreement. "We sat down, looked and agreed: "Let's make all this without the third party, that is we will try to understand" — the head of Ingushetia told. Whether really Moscow took part? The director of the Center of the strategic analysis of Institute of innovative development, the specialist in the Caucasus Andrey Ivanov argues: Andrey Ivanov the director of the Center of the strategic analysis of Institute of innovative development, the specialist in the Caucasus "Really this conflict is not necessary to Moscow, and the federal center has no relation because in the Kremlin it is necessary for nobody that two neighboring republics among themselves clashed because of some territorial disputes which to the capital are even up to the end unclear — their essence and character to it. Of course, Moscow insists on that the conflict was settled, but in what way, does not speak specifically. Most likely, Evkurov is right here. That is the federal center needs the world, stability and rest in the North Caucasus, but ways of their achievement are assigned to local authorities and elite". According to local Telegram channels, meetings in Magas proceed. The authorities of the republic coordinated performances on the square in front of parliament up to October 15.
