As already I told Business FM, now builders of objects of private housing construction or garden houses shouldn't get the construction license — to submit to appropriate authority the notice of the beginning of works with a necessary set of documents enough, and within a month after the end of construction — the second notice, with other necessary set of documents. Everything is simple, but there is a number of important details. First, the Town-planning code gives new definition of objects of private housing construction now. Separate buildings with the following parameters concern them: the number of elevated floors — no more than three, height — no more than 20 meters consisting of rooms and rooms of auxiliary use intended for satisfaction of the domestic and other needs connected with accommodation in such building and, attention, which aren't intended for the partition into independent real estate objects. Moreover, submitting the notice of the beginning of construction the builder — the natural or legal entity, not an essence — has to declare separately that further the house won't be divided into these most independent real estate objects. In a word, on lands private housing construction won't appear another multihome concert. Secondly, in response to the notification of the builder the authorized body has to send within seven working days to him the response notice — "yes", everything is good, build, or "no", something doesn't correspond to something. And so, if at the scheduled time notices of discrepancy haven't sent you, safely you can build by the principle "silence gives consent". By the way, papers from authorized body grant the right for construction within ten years. And the third: if the site under private housing construction belongs to two and more owners, don't forget to include the agreement in a package of documents: to whom and that belongs in the object constructed on this site.
