Seeing statistically unexpected victory of the United Russia party member Andrey Tarasenko on the finish of vote for the governor, it is difficult to escape the thought of falsifications. Whether the explanation for this arithmetic phenomenon and how the CEC will behave will be found? Georgy Bovt. Photo: Mikhail of Fomichev/TASS the Head of Russian Central Election Commission Ella Pamfilova has said that elections of the governor in Primorye have taken place. According to her, till the last moment nothing was reported about the complaints and remarks connected with vote. At the same time she has said that the CEC takes a break, presumably till September 19 to pass the decision on recognition or non-recognition of results of vote. The commission for studying of a situation on the place will be sent to the region. The victory in the second round of elections of the governor of Primorye was won at the last minute by the acting governor United Russia party member Andrey Tarasenko. After calculation of 97,8% of voices it conceded to the communist Andrey Ishchenko 3% of voices. However after calculation of 99% of voices of Tarasenko I was already in the lead. The CPRF didn't recognize results of elections in Primorye and is going to carry out a protest action. Andrey Ishchenko has gone on an indefinite hunger strike and has said that the CPRF through court will challenge results of elections in the cities where as consider in party, first of all there took place falsifications. Why the incident of Primorye is important? Elections in Primorye will become, perhaps, the most serious test for the head of the CEC Ella Pamfilova promising that with her arrival on this post "dirty elections" in Russia will end. However so far, seeing statistically unexpected victory of the United Russia party member Tarasenko on the finish, it is difficult to get off an impression that elections have been roughly forged. Perhaps, some intelligible explanation for this arithmetic phenomenon will be found, but yet he is absent. Though public observers from among those which have been allowed on polling precincts, didn't report on any serious violations. However, now the headquarters of the acting governor have begun to accuse the communist opponent of mass violations and even bribery of voters already backdating. The course of counting of votes in favor of Tarasenko, apparently, contradicts even to laws of mathematics. That, losing 3% of voices at 97% of the counted bulletins, then to shoot ahead at the expense of some remote sites — well so doesn't happen. At the same time at Ishchenko unexpectedly five thousand voices just were gone in an interval when considered already the latest bulletins, and at Tarasenko it was suddenly added from where 12 thousand. On September 9 Tarasenko was ahead of the communist Ishchenko in the first round almost twice (46,6% of voices against 24,6%), but couldn't collect 50% of the votes necessary for a victory. In the region local elite waited for a victory of the acting governor, very few people doubted her. Besides, Tarasenko was supported by the president Vladimir Putin who has personally met with him on September 11 in Vladivostok during East economic forum. Under television cameras Putin has told literally the following: "I know that at you the second round is necessary. Everything, I think, will be as it should be". However after that before calculation of 97% of voices элек
