As explained in Healthcare Committee of Smolny, the reason in "not demand of a number of medicines". In particular, as specified in committee, demand for medicines for having multiple sclerosis decreased. There were more modern methods of treatment. At the same time return under contracts as noted in committee, is impossible. Among expired medicines there were also oncological diseases and diabetes medicines. All of them were bought the last ten years. As this last procedure is controlled rather tightly now, it is already impossible to resell so, those unclaimed stocks which are result of bad planning and bad quality of registers of patients began to increase again. Therefore anyway it is an organizational issue. The fact that such money vanishes, is just the price of inefficiency of work of an administrative link in the system of provision of medicines". Problems with drugs for exempts are not only in St. Petersburg. Certain medicines just it is too expensive for patients: some, though belong to the category of preferential, can cost up to 25 thousand rubles for packing. Besides, patients often face excuses that there are no drugs. The Muscovite Lyudmila tells about the situation: "I have a diabetes of the first type, and I receive drugs free of charge in policlinic. It is rather heavy to find insulin, it is on sale not in all drugstores. The second moment: to all diabetics test strips which check sugar level are put. They are rather expensive, one packing costs an average of one thousand or one and a half. In a week at me one packing of such test strips leaves. In policlinic at best I receive one packing for a month, from many other elderly people sick with diabetes, I hear that to people with the second type of diabetes drugs, tablets which are put by it very often do not write out. They just are unavailable, and they are forced to buy them for big money. If the person has the second type of diabetes, but still insulin is prescribed it in parallel with tablets, they say to me that very often he is not".
