"What we oppose - it is against immediate input of the law in action" — she told. The bill suggests to make to the Housing code the amendment according to which "the premises in an apartment house cannot be used for providing hotel services". Matviyenko added that business needs time in order that "in a civilized way to execute the law". Senators voted against almost unanimously, it is a victory of common sense, the director of Institute of applied political researches Georgy Dobromelov considers: Grigory Dobromelov the director of Institute of applied political researches "The Federation Council has wide experience of legislative work. There recently many famous Duma members plus the weighed positions of Valentina Matviyenko who, unlike many deputies, has practical experience of management and understands how the economy is arranged left. Here the populist step, how many a step of adequacy and reason seems after all not so much. On the one hand, the president sets a task of development of small and average business, and with another — similar idiotic bills are adopted. A certain reasonable damper which role carries out the Federation Council is required. Any similar laws have to be adopted only after the detailed economic analysis, collecting statistics of regulatory consequences of introduction of similar legislative rules. The existing problem of hostels, perhaps, has a certain social implication, but economic effect of closing of mini-hotels which now actively develop on key destinations, of course, it will be much worse for national economy". The Chairman of the State Duma Committee on housing policy and housing and public utilities Galina Hovanskaya said that senators simply delay with adoption of the project which is so discussed not the first year.
