In Europe clubs gain the main income from contracts with television. In Russia the telerights give 12% of receipts of premier league, clubs get a quarter of this sum (1,5 billion rubles a year). "It is possible to argue on quality of the Russian football show, but it obviously not worse than, say, in Belgium or Turkey" — Fedun notes. He suggests to replace the budgetary support of clubs with the transparent system of subsidizing of the media rights with direct dependence on sports results. Fedun is sure that after that contracts will grow up. If there were three-four more TV channels, it would be a little bit simpler". One more important idea about which Fedun writes is severe conditions of licensing. "We are financial outsiders of the European football market but only rich leagues are able to afford to have a large number of professional clubs" — he says. According to Fedun, only the clubs having stadium with the covered stands with a capacity at least 20 thousand audience, own academy and deficit-free budget in 13 million euros have to be allowed to participation in the highest division. At the moment only seven clubs conform to this requirement. Thus, the premier league can be reduced. Fedun suggests to expand Football National League till 32-36 clubs and to break into two divisions to reduce transport costs of teams.
